Someone who spent a significant part of their childhood outside their parents' culture, often because of a parent's military, diplomatic, business, missionary or NGO work. In Third Culture Kids: Growing Up Among Worlds, David Pollock and Ruth Van Reken describe how TCKs tend to find belonging with people of similar background rather than in any one place. That idea is the premise of Perpetual Foreigners.

It includes traditional TCKs as well as children of immigrants and refugees, bicultural and biracial kids, international adoptees and more. Perpetual Foreigners is for all of them.
